The balance on a disabled account
Unspent balance on a disabled ad account is not destroyed by the disablement, but how easily you get it back depends entirely on how the account was funded. Money you put there with a card is recovered through the platform's refund process and through your card issuer, and it is slow. Money that reached the account through an agency balance is returned to that balance, and how fast depends on the provider rather than on the platform.
If you funded the account with a card
Your route is the platform's own refund process. Balances do get returned, and the timeline is measured in weeks rather than days. Where the account was disabled for a policy reason, refunds are slower and sometimes contested.
A chargeback is usually the wrong instrument. It can close the door on a reinstatement and it can put the payment method itself at risk across other accounts. It is a last step, not a first one.
If the account was funded from an agency balance
The balance goes back to the agency balance rather than to a card, which removes the card issuer from the question. What decides the outcome then is whether the provider records the movement and whether you can see it.

- Note the exact disablement date. Refund windows run from it.
The question worth asking a provider before you deposit
Ask what happens to a balance when an account is disabled, and ask to be shown where that appears. A provider who answers in general terms, or who cannot show you the record, is telling you something.
This is the whole reason the ledger exists here. Not because a running balance is impressive, but because "the money is safe" is a claim, and a dated line with a document behind it is evidence.
