Disabled over a payment problem

An ad account disabled for an unpaid balance or a declined payment method is the most recoverable state Meta has, and it is fixed by paying the balance and appealing. This costs nothing, usually resolves within a day or two, and requires no agency account, no new Business Manager and no new entity. If somebody is trying to sell you an agency account to solve this, they are selling you something you do not need.

Why this happens more than people expect

Card issuers decline advertising charges routinely, especially for accounts that have just increased spend, and especially across borders. The decline is usually the bank protecting the card, not Meta rejecting the advertiser. Meta then disables the account because it has an unpaid balance, and the advertiser reads it as enforcement.

Currency is a frequent cause. A card issued in one currency being charged in another triggers a review at many banks, and a card with a low or shared limit hits its ceiling as spend scales.

The order to do things in

  • Open Billing and find the exact amount outstanding, not the estimate on the disablement notice.
  • Add a second payment method before touching the first. An account with only one method has nothing to fall back on when the same decline repeats.
  • Pay the balance manually rather than waiting for the automatic retry, which may be days away.
  • Only then appeal, and say in the appeal that the balance is settled and by which method.
  • Call the card issuer if it declined twice. They will often tell you exactly which rule fired, and they can usually whitelist the merchant in minutes.

When a payment problem is a sign of something else

If the balance is settled, a second method is on file, and the account is still disabled after an appeal, the payment problem was a symptom rather than the cause. At that point the reason in Account Quality has usually changed to something else, and the page on disablement reasons is the one to read.

What an agency account does and does not change here

An agency account changes who the platform is billing and how the money reaches the account. It does not change whether your creative is compliant, and it is not a way to avoid paying a balance you owe.

Where it genuinely helps is the case where the card is the recurring problem: a team scaling past what a single company card can carry, or a team whose issuer declines advertising charges as a matter of policy. Funding from one balance removes the card from the equation entirely. That is a cash-flow and operations argument, not a recovery argument, and it is worth making only after the current account is back.
