A Google Ads suspension is appealed through the form in the account, and the outcome depends almost entirely on which reason Google gave. Suspensions for payment problems and for unverified business information are routinely reversed. Suspensions for circumventing systems, misrepresentation or a prohibited business are rarely reversed, and Google frequently applies them to the person and the payment profile rather than to the one account, which is why opening a replacement in the same name usually fails within days.

Google suspends the advertiser, not just the account

This is the difference that catches people out. Meta enforcement often stops at the ad account. Google routinely ties a suspension to the payment profile, the billing identity and the people on the account, which is why a fresh account opened with the same card and the same person is suspended quickly and sometimes immediately.

Understanding that early saves a lot of wasted effort, because the instinct after a suspension is to open another account, and on Google that instinct usually makes things worse rather than better.

Reasons an appeal can realistically reverse

  • Suspicious payments: usually a card or billing detail that did not match, resolved by correcting the billing profile and verifying.
  • Unpaid balance: settle it, then appeal.
  • Business operations verification not completed: this is a process failure rather than an enforcement decision, and completing verification resolves it.
  • A destination or policy flag applied to a page that has since changed: say what changed and when.

Reasons an appeal rarely reverses

Three reasons in particular are close to final, and it is better to know that than to spend a fortnight on appeals.

  • Circumventing systems: Google reads this as deliberate evasion. It has its own page below, because it is both the most common serious suspension and the most misunderstood.
  • Misrepresentation: this covers unclear billing terms, missing contact information, and pages that hide what the business actually is. It is worth reading carefully, because a lot of legitimate businesses trigger it accidentally through a thin landing page.
  • Prohibited content or a prohibited business: the offer itself is not permitted, and no account structure changes that.

Certification, which is a separate thing entirely

Several categories that people assume are banned are in fact permitted with certification, including gambling in licensed markets and some financial services. A suspension in one of those categories is sometimes a certification gap rather than a prohibition.
