A restricted Business Manager stops every ad account inside it from advertising, which makes it more serious than a single disabled ad account. Assets inside it are not deleted and access is not lost, so the first priority is neither of those: it is to appeal the restriction, and then to make sure your pages, pixels and catalogues are not sitting inside one structure with no way out.

Restricted, disabled, and what survives

A restricted Business Manager keeps its assets. The pages, pixels, catalogues and audiences inside it continue to exist and the data in them is not wiped. What stops is the ability to advertise, across every ad account in that Business Manager at once.

That is why the failure hurts disproportionately. A disabled ad account costs you one account. A restricted Business Manager costs you everything you built inside it, at the same moment.

What to do in the first hour

  • Read the reason in the Account Quality section of the Business Manager itself, not the ad account. They are different notices and only one of them is about the restriction.
  • Appeal from there, before making structural changes. Moving assets around mid-appeal makes the appeal harder to assess.
  • Check which people still have access. Restriction does not remove admins, and an admin who has left the company is worth removing now.
  • Confirm your pixels are still firing. They usually are, and knowing that stops you rebuilding tracking you did not lose.

The structural mistake underneath most of these

Most teams that lose everything at once lose it because everything was in one place. One Business Manager holding every page, every pixel and every ad account is a single point of failure, and the platform restricts at exactly that level.

Separating by business line or by client is the ordinary answer, and it is worth doing while things are working rather than during an outage. Assets can be shared between Business Managers deliberately, which keeps the working relationships without putting every asset behind one decision.

Where an agency account fits

An agency ad account sits inside a different Business Manager structure, so a restriction on yours does not stop it. That is a genuine continuity argument and it is the main reason teams in fast-moving verticals run both.
